The World Wide Web Consortium (W3C) is an international consortium where Member organizations, a full-time staff, and the public work together to develop Web standards. W3C's mission is:
To lead the World Wide Web to its full potential by developing protocols and guidelines that ensure long-term growth for the Web.

NAVIGATION KEYS
People with limited mobility may have a hard time controlling a mouse to click on links. The W3C introduced the accesskey attribute to enable users to select the appropriate key on their keyboards and navigate to a particular link.
The UK Government access key system is used where appropriate on this site. The access keys used are listed below:
